No phase advances without written Owner approval. Email counts; assumption doesn't.

Redlines run in four steps

PM reviews, reviewer marks, redlines picked up and confirmed, drawing set re-sent.

Document the decision

Meeting minutes become tasks. If it isn't tracked, it didn't happen.
